Section 63 is a Scottish Government regulation that puts in place a mandatory requirement for building owners to assess and improve energy efficiency by reducing greenhouse gas emissions associated with a building.
This will apply from 1st September 2016 onwards, and will apply to buildings with a floor area greater than 1,000 m².
Building owners will be required to commission the completion of an ‘Action Plan’ for their building, which will identify targets for improvement of the carbon and energy performance.
The Action Plan will need to be in place in order for a building to be marketed for either sale or let.
The Action Plan can only be completed by an individual who is qualified to operate as a ‘Section 63 Advisor’ – this will be individuals who are accredited NDEAs and have a background in construction and energy advice provision.
